When you want the viewer to notice color differences, the first step is to reduce the value differences. If you use colors that are similar in value, the viewer will notice saturation and temperature differences more easily. Temperature and saturation are the second most powerful components of color, once you eliminate value. Putting warm/cool colors next to each other will make both stand out more than if you put like-temperature colors side by side.
